Article #733 Setting the Project Control System (PCS) Quality Management Module: Quality Performance Report

Regardless of whether the Project Owner has decided to digitalize the different quality control processes or not, there will be always the requirement for reporting the project quality performance status. For each of these quality control processes, the Contractor’s achieved performance will be assessed and scored as: ‘Action Required’ to change a lack of performance, ‘Attention Required’ to improve performance, and, for current performance, ‘Meets Requirement,’ ‘Valued Performance’ and ‘Outstanding Performance.’ To ensure unbiased assessment, pre-defined measures for each business process will be set to determine the achieved quality performance score for carrying out the process scope of work (SoW).

The assessment of the contractors; quality performance will be captured in the Quality Performance Index template for which the Project Owner team will score the performance of every quality control process at the end of each progress period. The template will include a list of all the required quality performance measures, with one field to input the score and another for remarks. The form will also have a ‘Remarks’ field to capture the analysis of the reported KPI.

The assessment will address the critical quality business processes of WIRs, submittals for material, shop drawings and inspection testing plans, material received at the construction site, material test results, calibration of testing equipment, and rectifying non-compliance reports.

The individual assigned to provide the assessment for each reported quality performance measure must attach the register or log showing the relevant quality business process transactions for the reported progress period. This ensures the validity of the reported performance. The report will have the input data, and the Quality KPI captured and calculated.

Similar to other project control system (PCS) processes, a workflow will be assigned to the Quality Performance Index to formalize the submission, review, and approval of the reported quality performance status. The workflow will incorporate the approval authority levels as defined in the delegation of authority (DoA) matrix.

The data captured in the assessment template will become the basis for generating the Contractors’ Quality Performance Report. The report is designed to report on the complete project portfolio that either the Project Owner or Contractor is delivering. It has a filter to limit the selection to a specific project or group of projects. For each project, the report will detail the performance score for each quality control process as well as a weighted score for all processes. In addition, it will include a line chart visual to detail the quality control performance trend for the last three elapsed periods. In addition, other visuals will be added to improve the value of the Contractors’ Quality Performance Report.
